QLD:Fourth LNG plant moves a step closer
A fourth LNG plant for central Queensland has moved a step closer, with Arrow Energy
awarding a multi-million dollar contract for the project.
The engineering design will be done in Australia, Japan and the United States over
the next 12 months by an international consortium.
The plant, to be built on Curtis Island off Gladstone, will have two processing units
each capable of producing four million tonnes of LNG a year for export.
Arrow CEO ANDREW FAULKNER says it's too soon to say when it'll be up and running.
Premier ANNA BLIGH says the project could create more than three thousand Queensland jobs.

By Evan Schwarten
BRISBANE, April 19 AAP - A man who died after being found unconscious in a cell at
a north Queensland watchhouse had been medically assessed by ambulance officers before
being placed in custody.
Herbert Mitchell, 50, of Mareeba, died in Townsville Hospital around midnight on Monday.
Townsville police arrested him for drunkenness after he allegedly caused a disturbance
at the Castletown Shopping Centre around 11.30am (AEST) on Sunday.
He was taken to an alcohol diversionary centre to sleep off the effects of the alcohol
but was removed at the request of staff due to his aggressive behaviour.
Police then took Mr Mitchell to the city's watchhouse but the Queensland Police Union
says officers there were concerned by his state and refused to accept him until his health
had been assessed by ambulance officers.
After a thorough medical examination, Queensland Ambulance Service officers advised
watchhouse staff he was in a suitable condition to be placed in custody, a union spokesman
said.
He was placed in a cell, but ambulance officers were called again at 3.30pm (AEST)
after watchhouse officers noticed he wasn't breathing.
QAS officers revived Mr Mitchell at the scene and took him to the Townsville Hospital,
where he later died.
Police Union President Ian Leavers said all officers involved had behaved appropriately.
"The union stands by all police and watchhouse officers involved in this matter," he said.
"They all acted appropriately and admirably."
Officers from Police Ethical Standards Command flew to Townsville on Sunday to investigate
the incident and a report is being prepared for the coroner.
A QAS spokeswoman said they were unable to comment because the matter was before the coroner.

Beijing Wangfujing Set Foot in Online Shopping
BEIJING, Jan 18, 2011 (SinoCast Daily Business Beat via COMTEX) -- Beijing Wangfujing Department Store (Group) Co., Ltd. (SHSE: 600859) will foray into the online shopping market in the form of parent company, revealed the board chairman of the leading department store operator.
Actually, some subsidiaries of Beijing Wangfujing have begun providing online shopping service three years ago. Their service covers major cities such as Beijing, Guangzhou and Changsha. In 2009, their sales revenues from the service reached CNY 43.26 million.
This time, Beijing Wangfujing will invest CNY 100 million to build a complete operational platform for online shopping service. Members of the company's brick-and-mortar stores will become potential customers for the service.
Data from iResearch Consulting Group show that the Chinese online shopping market reached CNY 250 billion in 2009, rising 93.7% from a year earlier. In 2010, online shopping accounted for one fourth of the gross value for online trading, which approached CNY 2 trillion.
Experts believe that the online shopping market will hike 30% to 40% a year in the period from 2011 to 2015 and finally amount to CNY 2 trillion at least. Besides Beijing Wangfujing, other traditional retailers like Intime Department Store (Group) Co., Ltd. (SEHK: 1833) have also set up their own online shops.

Vic: Senior police officer says he can't recall Nixon drop-off spot
MELBOURNE, April 14, AAP - A senior police officer who drove then chief commissioner
Christine Nixon from the state coordination centre on the day of the Black Saturday bushfires
says he cannot remember where he dropped her off.
Appearing for the first time, Victoria Police Assistant Commissioner Stephen Fontana
has told the bushfires royal commission he drove Ms Nixon to North Melbourne around at
6pm on February 7, 2009.
"I drove her and dropped her off in North Melbourne somewhere," Mr Fontana said.
"I think it was at her home, I'm not sure.
"I had the impression it was close to her home."
Under questioning by counsel assisting the commission, Rachel Doyle, SC, Mr Fontana
said he told Ms Nixon he would keep her informed of developments.
Last week, it emerged Ms Nixon had not only gone home but had dined with friends at
a North Melbourne hotel close to her home after being briefed on the likely asset losses
and rising death toll of the devastating fires.
The commission heard Mr Fontana rostered himself on for the day even though he wasn't
scheduled to work.
"We knew we were coming into a critical period," he told the hearing on Wednesday.
"In my role I took charge."
Mr Fontana said police had been "going non-stop" since about the 2009 Australia Day.
"We were on high alert the whole period," he said.
The commission heard that Mr Fontana worked from 6am on Black Saturday until 1.10am the next day.
He kept a detailed diary of events on the day - as he did throughout his career.
Ms Nixon, now the head of the Victorian Bushfire Reconstruction and Recovery Authority,
which coordinates the activities of government agencies and community organisations involved
in the post-bushfires rehabilitation process - is expected to appear before the packed
hearing room later on Wednesday.

NSW: Uni student accused of murdering two flatmates
By Margaret Scheikowski
SYDNEY, Aug 31 AAP - A Singaporean scholarship student is accused of murdering his
two flatmates by bludgeoning them with a baseball bat and stabbing them, a jury has been
told.
But Ram Puneet Tiwary, now 30, told police he was asleep and woke to hear screams and
a hitting sound before discovering the two bloodied bodies in their Sydney flat.
Tiwary has pleaded not guilty in the NSW Supreme Court to murdering Chow Lyang Tay
and Poh Chuan Tan, both 26, on September 15, 2003, at their Kingsford flat.
On Monday, the jury was told the three were Singaporeans, studying engineering at the
University of NSW.
Tiwary's barrister, David Dalton SC, made various admissions on his behalf, including
that he had bought a baseball bat two days before the murder.
He was on a scholarship from the Singapore armed services and under an agreement his
fees and an allowance were paid.
But he was required to study full-time, although he did not re-enrol for one of his
semesters, and he had failed some subjects but told the army he had passed.
He also admitted that police found a note in his bedroom, in Mr Tay's writing, which
set out a $5,054 debt owed by Tiwary.
He further agreed he was to take over paying the $2,172 monthly rent from two days
before the murders, but this was never paid.
In the crown opening address, John Kiely SC said these factors resulted in this being
a "stressful time" for Tiwary.
At 2.20pm on September 15, Tiwary made a triple-zero call, saying there had been two
murders at the flat, that he had been in his room and his friends were lying dead outside.
The victims had extensive head injuries and stab wounds to the neck, with one forensic
expert saying the former were the most severe he had seen in his 20 years' experience.
Tiwary, who had dried blood on his hands, was observed by police to be agitated, shaking
and rambling.
Mr Kiely said both victims had money in their wallets and nothing was reported missing
from the unit.
"It would appear that robbery was not a motive in this particular case," he said.
Mr Dalton is expected to give a defence opening address on Tuesday at the trial before
Justice Peter Johnson.

SA: Church fined over school camp incident
ADELAIDE, April 22 AAP - The Catholic Church has been fined more than $19,000 over
a school camp incident which left a student with burns to his hands, legs and face.
In the South Australian Industrial Relations Court on Wednesday, the Catholic Diocese
of Port Pirie was fined $19,125 as the operator of the Caritas College in Port Augusta.
The diocese had pleaded guilty to one count of breaching occupational health and safety
rules over an incident on a school camp in 2004.
A year 10 student suffered burns when gas vented from a canister ignited.
The then 15-year-old boy had been helping another student assemble a camp stove when
he was engulfed in a ball of flame.
SafeWork SA prosecuted the school and a spokesman said investigators found that students
were not trained or supervised in safely assembling the camp stoves.
Industrial magistrate Richard Hardy said that while the student had largely recovered
from his injuries, he had suffered considerable psychological trauma.
SafeWork SA said while the school camp had been run successfully for 20 years, the
incident showed that safety could never be taken for granted.
"The failure to account for the fire hazards posed by the gas canisters could well
have had far more serious consequences in this case," said acting executive director Juanita
Lovatt.

NSW: No gun found when killer's home searched earlier - police
SYDNEY, Dec 17 AAP - Police investigating a domestic violence complaint against a man
who later shot dead his estranged wife, did not find any firearms when they searched his
home earlier this year.
Melissa Cook, 29, was shot in the chest in broad daylight on Tuesday afternoon while
working at a BP petrol station on the Hume Highway at Casula in Sydney's south-west.
She was rushed to Liverpool Hospital but died a short time later.
Police later surrounded a house at Pine Road in the neighbouring suburb of Prestons
where they discovered the body of 39-year-old John Lee Kudrytch with a gunshot wound.
Assistant Commissioner Frank Mennilli said on Wednesday the couple's divorce was made
final in September and an apprehended violence order had been taken out against Kudrytch
in early October, relating to an incident "earlier this year".
"There was no weapon previously in position at the home," Mr Mennilli told reporters.
"Police had received a complaint after a report of domestic violence.
"Police took appropriate action at the time and attended the house and search was conducted
... nothing was found.
"An apprehended violence order was taken out and that matter is still currently before
the court."
Mr Mennilli would not comment on whether Kudrytch was a registered gun owner or where
the gun had come from.
"The matter is still under investigation. A number of witnesses and family friends
and work colleagues are currently being interviewed," he said.
"All the questions ... will be investigated by the coroner and by investigators in
preparation for the coroner's brief."
Mr Mennilli said the couple had been separated for three months.

Vic: Melbourne lawyer rescued from Kokoda Track by US navy
MELBOURNE, Aug 12 AAP - A Melbourne woman who fell ill on the Kokoda Track is recovering
in the intensive care unit of a US naval hospital ship.
Lawyer Debra Paver had been hiking the legendary track in Papua New Guinea as part
of the Kokoda Spirit tour group when she became ill.
She was taken to Alola Village where she suffered seizures and dipped in and out of
consciousness.
At the request of the US embassy in Port Moresby, the crew of the USNS Mercy sent a
Knighthawk helicopter to collect Ms Paver from the remote village last Friday.
The crew landed on a small patch of land in a dense fog bank, 1,800 metres up the mountains.
They arrived to find Ms Paver awake but incoherent.
US Navy Captain Peter Linz, the ship's medical operations director, said in a statement
that Ms Paver was responding well to treatment.
Within 24 hours, her condition had improved from critical to stable.
According to a blog by the ship's captain, Bob Wiley, Ms Paver was suffering from hyponatremia,
or low sodium levels, and had been unconscious for more than a day before being rescued.
"I am feeling a bit better," Paver was quoted as saying in the statement.
The hospital ship is anchored off the coast of Port Moresby as part of Pacific Partnership
2008, a US humanitarian assistance mission to South-east Asia and Oceania.

Plot seen as attempt to force Afghan exitExperts say Al Qaeda wants Germans out
International Herald Tribune
09-06-2007
The alleged plot by Islamist militants to carry out ''massive bomb attacks'' against U.S. and German installations was designed in part to increase pressure for a pullout of German troops from Afghanistan, security experts said Wednesday. Even though most of Germany's 3,200 troops are based in a relatively peaceful region in the north of Afghanistan - not in the south where NATO military forces are trying to contain an insurgency led by Al Qaeda, the Taliban and other forces - it has not been immune to attacks on its troops or threats against targets in Germany.''It is not entirely a coincidence that the foiled attacks today are part of a strategy by Al Qaeda,'' said Thomas Ruttig, an expert on security issues and Afghanistan at the German Institute for International and Security Affairs in Berlin.''They want to try to influence the political debate here about the role of the German troops,'' he said.Ruttig added that the timing of the plot had been linked to the anniversary of the Sept. 11, 2001, terrorist attacks on New York and Washington and the coming debate in the Bundestag, or German Parliament, about whether to extend the mandate for troops serving in Afghanistan.''Al Qaeda is following the domestic debate here over the future of the German troops in Afghanistan,'' he said. ''They know exactly what is going on here.''Interior Minister Wolfgang Schauble and his deputy, August Hanning, who is a former head of the security services, warned in July of possible attacks in Europe by German Islamist suicide bombers trained in camps in Pakistan.Earlier this year, a Lebanese man was charged with planning a series of train bomb attacks in 2006.Three of the three pilots involved in the Sept. 11 terror attacks had studied and lived in the northern German city of Hamburg.Schauble and Hanning were accused by opposition parties of exaggerating the threat and sowing panic. In recent weeks, Schauble has called for tougher laws that would allow pre-emptive detention of suspected militants and permit the government to prevent people considered dangerous from using the Internet and mobile phones. Last week, the Interior Ministry was planning to send spy software programs into computers owned by people they suspected of having links with terrorist organizations. In both cases, Schauble was criticized by civil liberties advocates, but the Interior Ministry said Wednesday that it was more confident that it could tighten security controls.''It is absurd that the security services cannot have that access, particularly given how terrorist groups and individuals communicate via the Internet,'' said Eckart von Klaeden, foreign policy spokesman for the Christian Democrat Union party of Chancellor Angela Merkel. He added that Germany was not immune from attack because it had sent no troops to Iraq.Terror attacks in London and Madrid were directly related to military involvement in Iraq but the German public has generally believed that by not becoming involved in Iraq, Germany would be immune from attack.''Its presence in Afghanistan was making it more vulnerable, which terrorist groups could use as leverage,'' von Klaeden said.A German engineer has been held hostage by radical Islamists in Afghanistan for several months and three German soldiers were killed there last May by suicide bombers. Last month, three police officers were killed in Kabul when their convoy was blown up by a roadside bomb. In all, 24 German soldiers and security personnel have been killed since the Afghan mission began in 2002.''The German government and public had to stand united in keeping its troops in Afghanistan and supporting measures that would prevent terrorist attacks,'' he said. ''We have to remain in Afghanistan. The last thing Al Qaeda and the Taliban want is a democratic and prosperous Afghanistan.''Political parties in Germany have been embroiled in an often-bitter debate about the role played by German troops in Afghanistan and particularly about the high numbers of citizens killed by NATO forces and U.S. troops. The new Left Party, led by a former Social Democrat leader, Oskar Lafontaine, has called for all troops, not only those in Afghanistan but also those serving in other multinational peacekeeping missions, to be brought home immediately.Lafontaine said Tuesday that his party would vote against extending troop mandates. The opposition Greens party, which supported sending troops to Afghanistan when it was in coalition with the Social Democrats, is now having doubts. Under pressure from the party's pacifist wing, it will hold a special congress on the issue in the coming days.Even the Social Democrats, increasingly concerned that their own pacifist voters will drift to the Left Party, have decided to put Afghanistan and other peacekeeping missions on the agenda of its annual party congress later this year.

QLD: Interstate truckie high on amphetamines sent to jail
By Daniel Pace
GOLD COAST, April 3 AAP - It was only by the "grace of God" that no one was killed
when a truck driver high on amphetamines drove on a busy Queensland motorway in peak hour
traffic, a judge says.
Jason David Scott, 32, of Elanora, was sentenced today to two years jail, to be suspended
after four months, and disqualified from holding a driver's licence for three years.
He had pleaded guilty to one count of dangerous operation of a motor vehicle while
adversely affected by an intoxicating substance.
Scott was arrested on October 22, 2004.
A doctor's report tendered to the court said Scott was so high at the time of his arrest
he was erratic and "required the assistance of two people to sit on a chair from a standing
position".
Queensland District Court Justice Ian Dearden today took into account that Scott was
the sole income-earner for his de facto partner and three children, and had sold his truck
and quit the transport industry in which he started working as a teenager.
But he said it was his duty to send a "loud and clear" message to truck drivers and
their industry that drug-taking to stay on the road for prolonged periods could not be
tolerated.
"It's only by luck, or if you're a religious person the grace of God, that you did
not kill yourself or others," Mr Dearden told Scott.
The court was told police stopped Scott's fully-laden semitrailer at Reedy Creek on
the Gold Coast after he was first seen by motorists driving erratically over the Gateway
Bridge where he went through an E-toll at 120kph.
Scott continued along the Pacific Highway where witnesses and police gave evidence
he had changed lanes erratically and "fishtailed", tailgated other motorists and, when
pulled over, "jumped around in the cab of the truck" and spoke incoherently.
They also said that at one point it appeared Scott's truck would roll.
Crown Prosecutor Bob Falconer tendered a doctor's report stating Scott displayed symptoms
of extreme agitation and restlessness, including an "inability to control involuntary
movements of his arm" while undergoing a blood test.
The analysis indicated Scott had high levels of amphetamine (0.02 per cent) and methylamphetamine
(0.08 per cent) in his blood - dangerous readings for driving.
"At the time I saw him, Mr Scott was incapable of performing any manoeuvre other than
erratically," Dr Bob Hoskins said in the report.
"He required the assistance of two people to sit on a chair from a standing position.
"Mr Scott could not control his own body, much less drive safely."
Defence solicitor Bill Potts told the court there was a "culture of truck drivers using
drugs to keep themselves awake so that they could cover the soul-destroying distances
and workloads that they had".
The court was told Scott had averaged three round trips to Sydney a week, earning a
meagre 20 cents a kilometre.

Former Virginia Business Magazine Publisher Goes Online with E-mail Newsletter.
By McGregor McCance, Richmond Times-Dispatch, Va. Knight Ridder/Tribune Business News
Jun. 22--The former publisher of Virginia Business magazine this month bought part of a startup e-mail newsletter focusing on the state's technology and venture capital industries.
Terms were not disclosed.
Jim Bacon plans to expand the reach and content of the "VA Newswire," a collection of corporate press releases, tech news, events and job postings e-mailed weekly to about 7,000 people.
Former Richmond entrepreneur Sparrow Mahoney started the e-mail service last November. She compiled content while co-owner 303 Media, a Richmond startup, handled delivery and compiled readership statistics.
Mahoney recently moved her primary business, VentureLanes, to Northern Virginia to be closer to a more active venture investing community than Richmond.
Relying on advertising sales, the VA Newswire has a projected revenue specified only as "five figures annually."
Bacon sees the news wire as an accompaniment to his plans to start an Internet-only opinion publication, "Bacon's Rebellion," this summer.
Bacon expects Northern Virginia developments to form the bulk of newswire content. And information included in the e-mails will continue to focus on short summaries. "People are really busy," Bacon said. "Rarely are they going to want to read more than two paragraphs."

Sales surge for Rory's pendant.(News)
Byline: Laura Lynott
HE BELIEVES they helped him storm to victory in the U.S. Open... and it seems Rory McIlroy has worked wonders for his pendant and wristband in return.
There has been a surge in demand for the magnetic jewellery since it was identified in the Irish Daily Mail yesterday. The company that markets the titanium pendant admitted it had been taken by surprise because it had no idea the 22-year-old would be wearing its product as he lifted the trophy on Sunday.
Paul Hendry, managing director of Trion:Z UK, which sells the Japanese necklace in Europe, said: 'We have had a massive peak in sales since Rory's win. The only problem is we didn't have any stock to answer the demand, so we are urgently ordering in from Japan.
'We've ordered hundreds of pendants, so hopefully they will be here within a few days to feed the appetite of callers.' McIlroy, who became the youngest winner of the U.S. Open since 1923, believes the pendant and wristband keep his golf swing and temperament steady. The pendant, made by Arc Quest, is said to improve circulation and banish stiffness.
The golfer, from Holywood, Co. Down, said: 'Everyone should give it a shot. It is an important tool that helps maintain my focus and gives me great confidence in my abilities on and off the course.' Mr Hendry said: 'It's been insane because no one even knew about the product until Rory won the Open. They didn't even know who sold the pendant, so people got on to the internet and looked us up. It's not often that you don't even have to advertise a product for the sales to just come to you. Rory has been a great ambassador for the pendant.' However, anyone hoping to buy their own will have to wait, because the product, which is expected to cost [euro]200, was not due to go on sale until next month.
Other golfers, including Rickie Fowler, and Ryo Ishikawa and Francesco Molinari have been spotted with Trion:Z magnetic therapy products.
Arc Quest, which unveiled their Colantotte and Trion:Z products in 1999, also claims the product is a useful aid for runners, swimmers and other professionals. Advertising executives are rushing to share in the McIlroy effect, and he will be the focus of a number of major advertising campaigns. Sports agents have predicted he could earn [euro]1billion over his career.
And the golfer seems ready to play his part. After celebrating his win with a night of partying, he boarded a 6.15am flight from Washington DC to Cape Cod to keep his commitment to a sponsor's golf day.

Thai regulator plans to auction 3G licenses in 2011.(LICENSING)
Thailand's new telecom regulator, NBTC (National Broadcasting and Telecommunications Commission), hinted that it would carry out 3G auction by this year's end.
The regulator is busy preparing five-year plans that are expected to be concluded in May. According to the Bangkok Post, these plans would be implemented three months after the constitution of an 11-member board of the regulator. NBTC would start the auction of 2.1GHz licenses by the end of this year. Other contours of the deal include providing 10Mbps broadband service in rural areas to cover 50 percent of the population; providing urban users with 100Mbps Internet to encompass 15 percent of the population; and expanding basic telecom services to 99 percent of the population.
New Findings Reported from P. Vajer and Co-Authors Describe Advances in Smoking.
According to recent research from Budapest, Hungary, "Both full and brief versions of the Wisconsin Inventory of Smoking Dependence are promising new measurement tools for studying tobacco dependence. We assessed the psychometric properties and construct validity of the Wisconsin Inventory of Smoking Dependence Motives (WISDM)-68 and WISDM-37."
"were adult, treatment-seeking Hungarian daily smokers (N = 720) with Internet access who were also registered on a smoking cessation Web site. Using confirmatory factor analyses (CFAs), we tested the measurement models of both WISDM-68 and WISDM-37, internal consistency of subscales of WISDM-37, and gender invariance. We tested the associations between heaviness of smoking, tobacco dependence symptoms, smoking environment, and subscales of WISDM-37. Although the measurement model of WISDM-68 did not fit adequately, the measurement model of WISDM-37, including 11 correlating factors (affiliative attachment, automaticity, loss of control, cognitive enhancement, craving, cue exposure/associative processes, social/environmental goads, taste, tolerance, weight control, affective enhancement), satisfactorily represents the data. Latent structures are equal in both genders. Internal consistency of subscales of WISDM-37 ranges between 0.67 and 0.90. Tobacco dependence symptoms were significantly linked with all motives, heaviness of smoking was related significantly only to affiliative attachment, automaticity, loss of control, cognitive enhancement, craving, and tolerance, while tobacco dependence symptoms and gender were controlled. Gender was associated only with the weight control motive. Concurring with previous reports using other types of sample, WISDM-37 has sufficient psychometric properties and good construct validity to make it useful in measuring the multidimensional nature of tobacco dependence even in Internet-based research," wrote P. Vajer and colleagues (see also Smoking).
The researchers concluded: "Without precedent, gender equality of WISDM-37 is also supported."
Vajer and colleagues published their study in Nicotine & Tobacco Research (Psychometric Properties and Construct Validity of the Brief Wisconsin Inventory of Smoking Dependence Motives in an Internet-Based Sample of Treatment-Seeking Hungarian Smokers. Eco-friendly lighting to have bright future; EcoConsumer.(YourSaturday)
Byline: Tom Watson; Special to The Seattle Times
The compact fluorescent lamp, or CFL, is the signature green product of our time.
Retailers and utilities promote them incessantly, and New Yorker magazine cover even showed a green Statue of Liberty holding a CFL as her torch.
But as we look forward to a bright future for energy-efficient lighting, the standard swirly shaped CFL suddenly has some company. Ultra-eco-friendly LED (light-emitting diode) bulbs are becoming more affordable, and even the traditional incandescent bulb is getting a green makeover.
Q: It's great that new types of energy-efficient bulbs are being developed, but isn't that mainly because CFLs have a lot of problems?
A: Not really. Although many consumers had bad experiences with CFLs when they were first introduced, most of those performance issues have been resolved. Today's CFLs work in a variety of applications and provide differing types of light, depending on which kind of CFL you choose. Internet resources such as www.ewg.org/greenlightbulbs and www.seattle.gov/light/conserve/resident will help you find the right CFL.
CFLs have earned their iconic status. The use of CFLs instead of standard incandescent bulbs can reduce greenhouse-gas emissions caused by lighting by 75 percent, according to the nonprofit Rocky Mountain Institute. Seattle City Light says CFLs can potentially cut consumers' lighting costs by 75 percent as well.
Q: The mercury in CFLs is what bothers me. Is anything being done about that?
A: Because they contain a small amount of mercury, CFLs need to be recycled. An increasing number of retailers, including Bartell Drugs and McLendon Hardware locally, accept CFLs from the public for recycling at no charge. Visit www.TakeItBackNetwork.org to find recycling locations.
A bill in the Washington Legislature this year would have required lighting manufacturers to provide recycling options for mercury-containing light bulbs or tubes, at no charge to the public. This bill made its way through the House but ran out of time for a floor vote. It will be introduced again in 2010.
If a CFL bulb breaks in your home, you need to clean it up carefully. For advice, go to www.epa.gov/mercury/spills or call the Household Hazards Line, operated by the Local Hazardous Waste Management Program in King County, at 206-296-4692.
Q: What's the latest on LED bulbs?
A: LEDs are even more efficient and longer-lasting than CFLs, and like incandescents, they do not contain mercury. Since LEDs typically send out light in a narrow stream, it's been challenging for the lighting industry to produce inexpensive LEDs that work for varied home uses.
But they've made huge advances recently, and the price of a high-quality home LED bulb has dropped to about $40. Once they get down to the $20-30 range, which may happen in a few years, they will be more practical for certain home applications.
Organic light-emitting diodes, or OLEDs, have even greater potential. Just as efficient as LEDs but more versatile, OLEDs can be spread flush across a surface, so someday your entire wall could be a light source.
Q: Is it true that standard incandescent bulbs are going to be banned?
A: Under a federal law, many general-purpose light bulbs must be 30 percent more energy-efficient, starting in 2012. Though this will take some incandescent bulbs off the market, lighting manufacturers are feverishly developing bulbs to meet this standard. One of these new greener incandescents is already available but costs about $6. That compares with well under $1 for existing bulbs, but prices for the new bulbs should go down.
Q: What are the best ways I can go green with my lighting right now?
A: The city of Seattle's Green Home Lighting Guide, an excellent resource, is online (www.betterhomelighting.com at lower right on the screen), or call 206-615-0731 (City Green Building) for a copy. Seattle City Light and Puget Sound Energy sponsor programs offering CFL bulbs at big discounts at many local retailers.
CFLs remain the greenest, most practical choice for consumers for now. But stay tuned. In the near future we may see things in a whole new light.

Uniting wellness and sustainability: Fountain House's green initiative dovetails with its emphasis on member wellness.(FACILITY DESIGN)
Fountain House is a clubhouse for people with major mental illnesses in New York City. Known for its professional self-help approach to employment, education, and housing, Fountain House has created a complete system of community supports for its members by partnering with psychiatrists for psychiatric and medical services, while Fountain House provides all of the other supports a person needs for recovery.
Fountain House practices a model of positive environmental intervention. In some ways, it is the distant descendant of the "moral treatment" approach of the 1850s, which also regarded the environment as crucial to mental well-being. The upkeep of our large space (60,000 square feet, consisting of six joined brownstones and a Georgian-style main building joined to them) is a constant labor of love. At any time, somewhere in the building something is being replaced, cleaned, fixed, and/or renovated.
In 2006, Fountain House realized it needed to replace its 40-year-old heating and cooling system. As part of thinking about options for the boiler, clubhouse member Norman Feldman led the community in evaluating the impact of all of the building systems on both the immediate and the larger, societal envitonment.
The Board of Directors' Building Committee evaluated several options for renewable energy, including a geothermal solution and combined heat and power (CHP). The committee consulted with Steven Winter Associates, Inc., who helped with the energy modeling, and it chose to replace the HVAC systems for all of the buildings with a microturbine CHP system, which will generate all electricity on-site (see sidebar). The system will be operational next year. The committee plans on pursuing the U.S. Green Building Council's LEED-EB Gold certification, a voluntary rating system for existing, high-performance buildings.
[ILLUSTRATION OMITTED]
"Fountain House is a unique space in both its mission and its design," notes Steven Winter, president of his firm. "The age of the facilities and wide variety of systems used throughout has challenged the organization and the design team to seek more cost-effective, manageable, and efficient systems, but also to create a space which will be comfortable and useful for the occupants and will be viewed as a hallmark of environmentally responsible design."
This emphasis on greener operations at Fountain House is complemented by a parallel initiative on wellness. Eight years ago, the Fountain House community was stunned when four of its members, all under age 40, died of health-related reasons with in one month. These deaths galvanized the entire community to begin a dialogue on what we could do to help our members address their health issues.
In 2004, Fountain House formed its Wellness Initiative to take on this crisis by analyzing members' diet, exercise, and lifestyles. As we studied these issues, we realized that these deaths of Fountain House members are part of an epidemic of premature deaths among people with major mental illness. Life expectancy for people with bipolar illness, schizophrenia, and major depression is 19 years less than the general population. The Wellness Initiative's mission is to introduce members to healthy foods and nutritional education, encourage exercise and fitness, lead integrative health classes, and organize smoking-cessation and many other wellness practices. The initiative also gathers statistics on improved health, increased life span, and weight control through on-site and off-site pilot programs.
As this issue gained momentum, Adam and Peter Lewis contributed an extraordinary capital gift for our Wellness Renovation Project. Our new $3 million, 5,000-square-foot, two-story addition, designed by Elskop Scholz, will open in 2010 and will include:
[ILLUSTRATION OMITTED]
* A training gym for fitness and ergonomically sound physical practice
* Men's and women's lockers/showers with restrooms
* Four classrooms for training and private consultation
* A health bar offering nutritional food and beverages
* A kitchen for cooking classes and dietary coaching
* A research library with video and Internet access
* A conference room
"As architect for Fountain House, Elskop Scholz has worked with the organization for over eight years during which more than half of the clubhouse buildings have been renovated," says Christopher Scholz, AIA. "At the same time we have sought to upgrade and rationalize many systems and practices throughout the complex to meet rising standards in support of Fountain House's mission.
"The requirement that mechanical systems be replaced, the decision of the Fountain House community to pursue an environmentally conscious path in the future, and its desire to address the physical health of its members through the creation of the new wellness center is an exciting opportunity for Fountain House to build significant new space," Scholz adds.
[ILLUSTRATION OMITTED]
As both the retrofit of the old HVAC systems and the Wellness Renovation Project move forward, the concepts of greening and wellness, as well as Fountain House's understanding of the environment, have become joined in one overarching project. For example, the decision to remove the old HVAC systems from the roof opened up the opportunity to build the Wellness Center on top of the existing building. In addition, gardens will be planted on the roof.
A simple start to being greener recently was taken by replacing existing cleaning products with environmentally friendly ones, which were introduced with great fanfare. However, neither members nor staff liked the products' smell or believed that they cleaned well. To address these concerns, the Fountain House community began educating itself about the health and environmental benefits of green cleaning products. The key lesson learned was that people's beliefs and practices are slow to change.
Fountain House is considering/implementing other sustainable design features as well:
* Conserving water with low-flow/flush fixtures
* Using materials with high-recycled content
* Installing Energy Star-rated appliances
* Reducing energy use by installing intelligent controls (monitoring devices that, for example, turn off lights when no one is in the room and control heating/cooling)
* Using nontoxic building materials
* Installing an active "living" wall of plants as part of the ventilation system
* Bringing in more natural daylight to improve productivity
* Reducing the building's carbon footprint by 170 tons annually by reducing greenhouse gas emissions
* Improving indoor air quality with demand-controlled ventilation
"We are more than pleased that Fountain House is undertaking the ambitious task of innovating an approach which focuses on the importance of physical health, sustainable design, and energy conservation," says Joel D. Corcoran, executive director of the International Center for Clubhouse Development. "We believe it will have important implications for the lives of its members and staff, and at the same time, break new ground, conceptually as well as physically, not only for clubhouses but for social service agencies more broadly."
"For us, this project is both practical and visionary," notes Guy de Chazal, immediate past-chair of Fountain House's Board of Directors. "We have a responsibility to reduce operating expenses and to increase the quality of life for members and staff. As well, following the leadership of Board members, staff, and supporters, some of whom have been involved in major and innovative green efforts throughout the country, we see an important connection between our primary mission of health and rehabilitation and a coherent green strategy which expresses our commitment to the larger community."
RELATED ARTICLE: Combined heat and power systems
Combined heat and power (CHP) is the simultaneous generation of usable heat and power (usually electricity) in a single process. CHP is a highly efficient way to use both fossil and renewable fuels and, therefore, can make a significant contribution to sustainable energy goals, bringing environmental, economic, social, and energy security benefits.
CHP systems can be employed over a wide range of sizes, applications, fuels, and technologies. In its simplest form, it employs a gas turbine, an engine, or a steam turbine to drive an alternator, and the resulting electricity can be used either wholly or partially on-site. The heat produced during power generation is recovered, usually in a heat recovery boiler, and can be used to raise steam for a number of industrial processes, to provide hot water for space heating or, with the appropriate equipment installed, cooling.
Exclusive PQ Media Research: Branded Entertainment Market Defies Slowing Economy, Expands 14.7% to $22.3 bil. in 2007.
Strong Growth Continues in '08, Albeit at a Slower Rate, Driven by Product Placement, Event Sponsorship/Marketing, and Advergaming/ Webisodes
STAMFORD, Conn. -- Spending on branded entertainment marketing grew 14.7% to an all-time high of $22.3 billion in 2007, nearly doubling in size over the last five years as brand marketers continue to shift budgets from traditional advertising to alternative marketing strategies, according to research released today by PQ Media (www.pqmedia.com), the leading provider of alternative media econometrics.
Branded entertainment marketing is projected to expand another 13.9% in 2008 to $25.41 billion, despite slowing overall economic growth owing to brand marketers seeking strategies and media that engage youth and influential demographics, provide return-on-investment metrics and an influx of record political campaign spending on alternative media in this contentious election year, according to the PQ Media Branded Entertainment Marketing Forecast: 2008-2012 (http://www.pqmedia.com/branded-entertainment-marketing-2008.html).
"Even without an economic slowdown, there are strong secular trends driving investment from traditional advertising media to alternative marketing strategies," said Patrick Quinn, President & CEO of PQ Media. "Americans are spending more time outside their homes, online at work, communicating via wireless devices and multitasking with various media, which has created a generation of elusive consumers for brand marketers to try to reach. And these trends have led to increased investment in alternative marketing tactics."
Branded entertainment refers to marketing strategies that integrate products into entertainment venues that typically provide high engagement and interactivity. Branded entertainment marketing includes three major segments: event sponsorship and marketing; product placement; and advergaming and webisodes. No longer confined to just TV and film, branded entertainment marketing represented approximately 8 cents of every marketing services dollar spent in 2007, according to PQ Media.
Key trends impacting each segment of branded entertainment include:
* Spending on event sponsorship and marketing, the largest segment of branded entertainment, rose 12.2% to $19.18 billion in 2007, as companies invested in marketing campaigns designed to create powerful and lasting brand impressions and experiences among consumers. Event sponsorship and event marketing attract new customers by using face-to-face engagement, which is lacking in many traditional advertising and marketing strategies;
* Paid product placement spending grew 33.7% to $2.90 billion in 2007, and at a compound annual growth rate (CAGR) of 40.8% from 2002 to 2007. "Higher DVR penetration combined with increased TV program product integration helped drive paid product placement spending," Quinn said.
* Spending on advergaming and webisodes increased 34.8% to $217.0 million in 2007, fueled by efforts among marketers to reach the elusive 18- to 34-year-old demographic, which is watching less television and spending more time on the internet playing videogames and downloading videos. Advergaming and webisodes, while the smallest branded entertainment segment, is the fastest growing, climbing at a 51.7% CAGR from 2002 to 2007.
While remaining strong, branded entertainment spending growth is projected to decelerate slightly in 2009 due to decelerating economic growth, maturing markets and the absence of cyclical spending infusions, such as political campaigns.
